Bogan Developments Expands to South Haven with 52-Unit Affordable Housing Project

Bogan Developments is proud to announce its first Low-Income Housing Tax Credit (LIHTC) award, marking an exciting milestone for the company. Lighthouse Ridge, a 52-unit affordable housing development on 73rd Street in South Haven Township represents a significant step forward in addressing the housing shortage in Southwest Michigan while expanding the firm’s impact beyond Kalamazoo.

The project, currently in design development, is scheduled to break ground in May 2026 with anticipated completion in September 2027 following a 16-month construction timeline. Located on former farmland just off M-43, the development will bring much-needed affordable housing to the Lakeshore, an area that has seen very little new affordable housing production in recent years.

A Powerful Partnership

The Lighthouse Ridge project in South Haven is the result of a unique collaboration between three development partners:

  • Wallick Communities (New Albany, OH): With a presence in more than 200 communities across the Midwest and 15,000 managed apartment units, Wallick is a national leader in affordable housing. The company led the largest green rehabilitation of any affordable housing community in U.S. history and is ranked #1 in the nation for affordable housing preservation. Founded in 1966 by construction engineer Jack Wallick and Sandy Goldston, the firm remains committed to its core principle: demanding excellence.

  • Mno-Bmadsen (Dowagiac, MI): A non-gaming investment enterprise and wholly-owned instrumentality of the Pokagon Band of Potawatomi, Mno-Bmadsen brings construction administration services, civil engineering support, and ownership to the deal. As a tribal entity, their involvement not only strengthens the partnership but also enhances the project’s competitiveness through MSHDA’s LIHTC scoring system.

  • Bogan Developments (Kalamazoo, MI): As an emerging, minority-led developer, Bogan brings deep local relationships, community knowledge, and the ability to connect regional partners. This role creates a unique opportunity for growth while ensuring the project reflects the needs and values of the local community.

About LIHTC and MSHDA’s Role

The Low-Income Housing Tax Credit (LIHTC) program is a federal initiative that creates and preserves affordable rental housing by providing tax credits to investors for building or rehabilitating properties that serve low-income households. Developers sell these credits to investors to raise equity, which lowers construction costs and allows for reduced rent for tenants meeting income requirements.

The program is administered at the state level, and in Michigan, that role is carried out by the Michigan State Housing Development Authority (MSHDA). LIHTC properties are required to remain affordable for at least 15 years, ensuring long-term stability for residents.

Community Collaboration and Support

Bogan Developments also recognized the South Haven Township Commission and State Representative Joey Andrews (38th House District) for their collaboration in moving the Lighthouse Ridge project forward.
